The 2 qualifying types of investment projects are as follows:


Rural Development Areas

Rural projects focus on advancing infrastructure and job creation in areas outside of metropolitan statistical areas (MSAs).

Targeted away from urban centers, toward areas with smaller populations, these projects offer social and economic benefits to communities and investors alike.

Target Employment Areas (TEAs)

TEAs are characterized by an unemployment rate at least 1.5 times the national average. In part, these areas are attractive to investors due to the communities’ pressing need for increased employment opportunities.

Investment Requirements

For regular, non-TEA projects, the minimum EB-5 investment amount is $1,050,000, and investors are eligible for standard visa processing.

Investing in a rural TEA project, however, requires a lower minimum investment of $800,000 and qualifies for priority processing—with 2,000 visas set-aside annually!

That’s twice the number of set-aside visas available for sought-after urban TEA areas. It’s an incredible opportunity—and it’s why the Liberty EB-5 strategy now concentrates on rural development projects.
